Unfunded Mandates

esaimg.jpgOne of my major beefs about the American health care system is that legislatures, both state and federal, often adopt piecemeal approaches to the problem, which is so layered and multifaceted that any narrow approach is doomed from the outset, and, according to the law of unintended consequences, or complexity theory, often results in, well, unintended consequences.
